Heat Source for a Leo

I'm planning on getting a leopard gecko soon, but I need to get its setup ready before I have him shipped to me.

What is the best heat source to use for a leo, and should it be on a timer or left on 24/7?

I use a UTH, I really need a thermostat though. I leave mine on 24/7.
