    My 11 year old daughter is capable of taking care of one (with supervision, of course), so if your brother is responsible enough and you can keep an eye on things to make sure they're getting fed and misted and the cage is cleaned regularly and he doesn't handle them too roughly, I'd think it would be fine. :)
