Looks like a racer without doing any reseach to see if those are even found in NJ. Maybe someone from that part of the country can weigh in...
That honestly seems like some sort of juvenile water snake. Was it near a pond or marshy area?
Looks like all the baby northern water snakes I used to catch at my other job site.
It's harmless.
