Not sure how it works where you are but here I'm working with the local community college. They have a small business consulting that is free of charge and they hooked me up with a web developer that helps you do the work free of charge. I haven't started my site yet but will be shortly. Hope that helps point you in the right direction or atleast gives you some ideas to jump off.

    www.weebly.com

Easy to use. Comes with a tiny link on your site that links to their site, but can be removed for a very small fee. Easy to create forms that send directly to your email Easy everything to make a professional site. I would highly recommend Weebly to everyone.

    Less then $5 a month

Can power your website through wordpress, joomla etc, which mean easy to update once you picked a template, tons of plugins available also.

    Great customer service.

I use WYSIWYG Web Builder. The price is reasonable, and it's not hard to use at all. They even have a trial version you can download so you can try before you buy.
