This is a hard one. I'm gonna go with no, but its possible that it is.

OK a big local breeder is selling it as a proven breeder pin yb. Anyone else?

It's all about trust. If you think you can trust this big breeder, then the snake is probably what he says it is.

Easy peasy.
If they are a "big breeder" then they'll have pictures of offspring.
If they can't produce pictures of yellowbellys and pinstripes in a clutch, I'd pass.
If they are just selling it and calling it that because it was sold to them as that, I'd pass.
