    Space heater.
I am gettin multiple racks soon and devoting a room to the reptiles. Every reptile requires an absolute minimum of ambient temps at 80-83. And the racks will
Come with 3" inch heat tape along the bottom side back o the tub and I will be buying a herpstat to make it a "basking spot" of 89 - 91. My question is would a space heater be a. Good way I get ambients up to eighty and keep them there? Is there a space heater with a control like that? Or is there a different way to keep ambients up that is safe and or more cost effective?

With a rack especially you need to make sure your ambients are up. There are space heaters that you can set a temperature to, but I'm not sure on a price point for something like that. Once you get the room up to temp, so long as you aren't leaving the door open or something it shouldn't be too bad to keep up above at least 75.

What you want is an oil filled heater along with this thermostat to control it:

I am currently using a Sunbeam room heater with a built-in thermostat to heat up the room my snakes are in. I'm not sure how efficient it is compared to other heaters (looking into that), but it does the job. The thermostat is a dial, and setting it to 80-85 will keep the room at about 80 degrees. It was an inexpensive heater, but I don't remember the exact price.

Worst case you have to open it up and wire on a heavy duty plug. Email RBI, I bet they can help with how to wire it (if not there are people here on BP.net that could)
