Odd looking scales?

My ball python Zeus has had these odd scales on him ever since I got him, there is a large patch of them on his head and other single ones at various other areas. They look like stuck shed, but I have watched his full head piece come off complete, with these odd patches still left behind, same thing with the spots on his body.
Each time he sheds, the spots change a little bit, like the patch will shrink or grow a bit, but it never really gets "better" or "worse".
They are a little rougher than his other scales and almost look deadish, but his belly scales are fine and don't have this problem, any ideas on what is going on?

Those are definitely left over shed pieces.

That's what I thought it looked like too, but like I said, I've seen his sheds come off complete and still leave these things behind, and they won't come off with any method I've heard of to get off stuck shed?

That is not stuck shed. That happens when the humidity was just slightly too low. While they are still able to shed in one piece, the top layer of the scales is peeled off, aka you have slightly damaged scales. Good news, as long as you get the humidity to the right place, it will disappear after the next shed. Do not mess with them, while it isnt really a problem now you can damage the scales if you mess with them.
