so I am wondering if i am doing something wrong. I have my (aprox) 1 year old RTB and I have him set up to my ball, hide and the hole shibang, except he has a climbing stick now the only reason im bringing it up is he is always just hanging out in his hide rarely does he come out. he eats fine and poops but I cant help but feel i must be doing something wrong.

Can you use more detail? Can't really picture your setup with that vague description...

Is he coming out at night? Are they nocturnal?

While my boa was a BCC, not a BCI, the behavior sounds very similar. She would chill all day hidden and right around a week after feeding she would come out at night and cruise until I fed her again, and her feedings were anywhere from 7 to 14 days apart. How do you measure temps? Also, as Ms. Gray asked, could you describe the setup a little more in detail (i.e. number of hides, tank size, water bowl, way of measuring temps, etc.).

sorry he has two hides one on both sides but he favors the warm side I heat with a light and its any where from 88- 94 on the hot side and keeping the humidity around 70. I use a digital thermometer and hydrometer, and his climbing branch goes across the entire tank. oh and hes in a 30 gal tank. water bowl is probably a little small for him now but Im looking in to replacing it soon.

A thermostat to make sure that temps are controlled would be great but I'm not sure how well they'd work with a heat lamp. Probably fine, but I've never tried it. Anyway, your setup sounds fine and it would seem that your little one is just being a good snake! BCIs are ambush predators and they sit and wait in the jungles of South American and other places where they're found and wait for prey to come by. Might be boring but it's normal behavior.
