Keep in mind that best and cheap don't always go together.

Best will give you peace of mind, cheap will give you what you paid for and if cheap fails it might become much more costly than you ever thought.

So cutting corners on T-Stat or heat mat is not recommended.

Is that t-stat a UK only thing? I've never seen that one before?

And x2 on that heat matt! There are several companies that market that style, but any of them are really good and don't cost any more than the cheap ones! I have seen that style packaged by Flukers, cobra mat and a couple others but they all seem to be the same. Stay away from any of them with the self adhesive backing!

I was wondering if the items to the links you provided are available in the US? If they are available in US, what vendor should I go through to purchase items or can I find something similar in local stores such as (lowes/home depot).

If I'm using a thermometer what temperature should i set it on to create enough heat that my python will feel comfortable with? Have about at little over an 1" of substrate and have the pad located under her hide.

you should check out the caresheet but..

Humidty
50-60%
70% when in shed

and the tempature should be around
88-92F

The habistats are quite a solid unit. I would second it for sure. There is a proportional unit and non proportional I would recommend the proportional one. Habistat also makes heat mats I would suggest that as well.

I deal with John and Mel every so often and can say they have super service perhaps better than almost any supplier I have had dealings with certainly on par with the best!

I think I once saw a 110v version but by the time you get it to N. America I don't think it would be worth it, 70$ give or take plus shipping 20$ and then duties perhaps (I know Canadian ones not US) that places it in the herpstat range and they offer more features. The vice versa is true the herpstat would need step down system and US mats at that point it is not worth it either.

Why do you recommend staying away from the ones with self-adhesive backing?

For a single tub I would use an adhesive backed one I really like the ultratherm brand. they don't hit the monstrously high temps the others common brands often do. Flexwatt sags if you try to connect it to a tub it does better in a shelf with the tub on it.

In Canada flexwatt is hugely expensive if you plan on breeding commercially (legally) I know one breeder whom has opted for a cheaper pad (well cable) option.
