i want to start a sunglow project and was wondering how much a pair of shtctb het tremper albino would cost

Depends on where you go, just look around and get some price checks. Check with people who deal in Sunglow's, they may have het trempers available.

I've been interested in leos as well, sunglows and tangerines in particular. What I've found is that it will depend on quality. The nicer the leo, the higher the price. I've seen them for less than $100 and for over $1000. Since tangerines are a line bred trait, the nicest ones fetch a higher price. So you should be able to find what you are looking for in whatever your price range is.

We have some SHTCT het tremper that are $30 each up to $90 each. We have sunglows that start at $50 and go to $150. All depends on the line and how nice it is.
