Okay so I just went and picked up a new thermometer the accurite one that measures all thee inside/outside temp plus humidity and new heat pad... I need to know can you attach the uth straight to the plastic tub?

yes, make sure it's plugged into a lamp dimmer, rheostat, or thermostat though. An unregulated UTH won't melt the plastic tub, but it will be much too hot for your animal.

This is what I'm using to regulate my UTH:

..until I get a nice thermostat. Even with lamp dimmers though you need to be vigilant checking the temps just to be safe.

In rare cases unregulated UTHs can even do that :O

I really feel that the makers of these things should have a disclaimer on the packaging that they get so hot. I mean here in America we can sue for pretty much anything... stupid things So I think something needs to be done about this.

There you go again with your cold logic trying to prevent the poisonous fumes of melting plastic.. lol

Edit: Well the UTH should be regulated, and as long as it's regulated it won't melt the plastic tub.. assuming it doesn't malfunction of course.

It is extremely rare, and unless there is a defect in it that kind of temperature takes a few weeks to build up. Not something to be overt concerned about.
