does a female ball python have to have follicles to be able to lay eggs also if a female is locking with males does that mean that she has follicles?

Follicles are what turn into eggs so yes they are necessary. I can't say much else.

Follicles = the early stages of eggs. No follicles = no eggs, but presence of follicles does not always result in eggs.

Females and males will lock with or without the presence of follicles, but often times if a female has very large follicles, it may entice the male to breed if he may have previously been uninterested.
