    Head shedding problem
So my hatchling shed everything except for his eye caps and head and a little bit of his neck. He seems to be paranoied very active even after I fed him I'm guessing because he can't see what should I do?

What is the humidity in his enclosure like? Since he shed everything but his head, I'm going to assume its not too bad.

You can put him in a damp pillow case for about an hour. Most of the time, the eye caps will come off when the snake moves around in the pillow case.

Or you can just leave him be and wait for his next shed.

I had a pastel who shed everything but his eyes once. It didn't stop him from eating or acting normally. I'm sure it's not totally comfortable, but it's not harmful either. (or at least 1 layer isn't)

x2 Bumping up the humidity and sticking him in a damp (warm) pillowcase for a while or soaking him a few times should take care of the problem.

you can either wait until the next shedding period or you can soak him in a nuke warm bath or there are many tropical sprays that help alot with shedding.
