How did it get broken off?
If it's bleeding you can put pressure on it to stop the bleeding but technically you might want to take her to the vet. Amputating a tail(breaking it off) can expose the spinal bones(in the tail) to infection and it may need to be trimmed further and given a stitch or glue to close the flesh over the end of the bones.

She jump out of her tub and my wife didn't know what to do so she picked her up by her tail and the rat started to spin around. It stop bleeding :-)

Make sure to watch it for infection. Typically you would want a vet to do a clean amputation, but I know it's really not worth the expense if you're just breeding for food. You can use neosporin sparingly (enough so that your rat doesn't eat it and get sick).

Yeah, when you pick a rat up by the tail, you have to pick it up by the BASE of the tail and move it quickly. Hanging it by a hold down the tail isn't comfortable and allows the rodent to struggle and spin.
Sorry your rat got injured. Time for some rat handling demos to make sure it doesn't happen again.
Keep an eye on it to make certain no infection starts and keep it on very clean bedding. Is there bone showing or just skin?

Ouch!
Take the rat to the vet.
Or if you want to save the hospital bill, it may be more humane just to euthanize her. If her tail has broken off, it may heal incorrectly. Like Wolfy-hound said, it may expose the bone, lead to infection, etc etc.
I know animals lose limbs all the time, but your rat is in a controlled environment. Leaving her to suffer like that w/o pain meds and the possibility of future complications seems wrong to me. I would euthanize her. That's just my opinion.
