Flexwatt , Radiant Heat or Both?

I've decided to buy a Boaphile enclosure but am not sure how I should heat it. Both Flexwatt and a Radiant Heat Panels can be installed and I know RHP's are good for ambient temps, but would I still need the Flexwatt for belly heat or is the RHP enough? My house is relatively cool so an RHP is needed regardless. If I were to get both would I need 2 thermostats so I could place a probe on each? Besides buying another thermostat how else could I regulate?
