What would you consider to be cheap for frozen rats and mice? Not from online stores.
I'm just curious because I buy from two places, but one place i have to wait every two weeks just to buy from him.

Depends where you're from, and what size of mouse/rat you buy. Just compare and you will know. For instance, a local petstore by my house sells large f/t rats for 8 dollars. The chain petstore sells the same sized f/t rats for 20 bucks. Also, you can try looking at local classifieds for feeders. That is where I found my current supplier. Way cheaper. About 50% lower price than a petstore.

I have no choice but to buy volume frozen. The local pet store sold 4 frozen large mice for 10.99 and back then it took two boxes to make it around the room. That was over 23$ for one feeding, frozen. I couldn't keep that up so I went online. I got 100 mice and 250 chicks delivered for $101.00. Yes its more than i need at one time, but when stored at sub zero temps, they don't lose hardly any nutritional value in the 6 months it will take me to use them. At any rate its the only way I can afford to feed my pets. To answer your question, large mice 34cents, chicks, 12 cents
