Betadine soaks--how much, how long?

I bought some betadine (povidone iodine), an 8 oz. bottle.
How much should I use to soak Madison in, and for how long, and how often?

why are you soaking in betadine?

For scale rot, until I can get in to the vet next week for some antibiotics

2 parts water 1 part betadine, soak for 10-15 minutes, then apply neosporin.
