Found a broken link, wondering if there's a way it can be fixed?

I was searching for the measurement software that I found on here a long time ago. I found it, here, but it doesn't work :( Or maybe something on my computer is blocking it. Can anyone else download it? Or was it taken down when the website was redone?

The person who created it asked that it not be taken and hosted on other sites as far as I remember - but then I think they abandoned their site or something.

I'll try and see if I have a copy sitting around anywhere.
