Getting a stubborn snake to eat....

I posted in the general boa section with little response so I'll put it here.

I recently got a baby KSB who has yet to feed for me. I've had him for 3 weeks now and he has since gone through shed (with some remaining, even after 2 soakings, I've never seen a shed so sticky) but has yet to show any interest in food. I'm waiting about 5-7 days between attempts but I'm running out of ideas. I've tried braining, and putting them both in a deli cup overnight with no success. I don't have access to live pinkys so all I can attempt with is FT. I know that in general snakes can go long periods w/o food but I'm worried that with such a small guy that window is smaller than with a more mature/established snake.

So in short...

Any tips on feeding?
Any tips on getting off a very stubborn shed (it's not even flaky, just stuck, even with a long soaking... I've never had one do that). Any help would be appreciated for my little guy.

91-95F warm
77-79F ambient
30-40% humidity.

The obvious question would be, have you spoken to the previous owner to see how and what they fed the snake?
