(these bins don't make full contact with the heat tape, but this is all that home depot sold, I will try lowes tomarrow. they cost 99cents each. There is about a 1/8" gap.)

How will your animals thermoregulate with the heat tape completely covering the bottom of the bin?

Your heat source should only be on one end of the tub. Your snake will not be able to get away from the heat. You should use 3" heat tape for that size of a tub.

I am just going to set it @ 82F.

This is for blood pytons.

I should be fine with no hotspot.

If those bins are like the ones I got from Lowe's (also 99 cents) then you might think about putting a rubber band/bungee cord/belt/etc. around it so the snake can't push it up. They have a latch on each end but a ball python can pop it up. I've never handled a blood, but I'm guessing they're probably as strong as balls.

I will be getting a few rubber bands on them.

That should be enough air holes, you will only need a SMALL SMALL water bowl to keep your humidity in the right range with that. If it proves to be too much humidity though, you'll need to enlarge the holes a bit, or add a couple more.

Is there a way to add the next shelf and be able to remove the lids of the tubs? Ive seen setups like this before and its worked out good....its a thread called Frugal Herpers snake racks or something like that.

Yes, that setup will be fine for Bloods, no hot spot, just a constant low 80's should be fine.

You WILL want to keep a close eye on your setup though just in case you have a malfuntion on your thermostat, the snakes wont have any way to get off the heat. A double Ranco setup might be worthwhile to you later on. A second one can be added to the one you have coming with a little wiring, its a piece of cake.

Dont worry about the little gap between the tub and tape, it'll be just fine. My current hatchling tubs are the same type of deal and theres no issues.
