Pied "markers" can and do show up on normals...and they don't always show up in proven het pieds. IF I had a clutch of possible hets, I might use the markers to attempt to better my odds at picking the actual hets out....but I wouldn't read anything into random markings on a snake with no known pied genetics. .....that's just me. ;)

Most of my 100% hets don't have markers... Don't rely on that abused term.
1.It could help you figure out things if on accident you mixed up clutches...I would definitely rely on the strong markers since it is more common on hets.
2. Help your peace of mind when you buy a het pied and it just so happens to have the marker.

Yes, those are markers, though not the strongest ones I've ever seen. And as already stated, they don't correlate 100% with the piebald gene... but I've had pet store owners tell me that in recent years a lot of breeders have been unloading het and poss het males as "normals", rather than going through the trouble of trying to sell them as hets. So no guarantees... but it never hurts to dink around.
