Was thinking if they were to ban buying /selling of the larger pythons would the price of ball pythons go up?

I wouldn't think so.

Since there's so MANY ball pythons and ball python breeders, I highly doubt there will be any significant increase to the prices.

Of course, I fully believe it'll only be a matter of time if the bill is passed before they just add ball python to the list. Once the door is open, they'll just shove all the snakes into the list, species by species. Then it'll be other animals.
