Can i keep milk snakes wit a 90 degree baskin spot? Or is that to hot for them?

A bit high in my opinion, I never provide a hot side over 85 degrees for milks, generally I maintain mine around 82-84 :gj:

The top tubs in my rack get up to 87-88 over the heat tape, but they are in a very large tub that allows for a wide temperature gradient. I would agree that 90 is a bit much though.
