How can i blur out stuff in pictures...
How can I blur out stuff in digital pictures on my comp and get it to look decent?
When I try to do it in paint i end up blacking out whole parts of the picture.

the only software that I know of being capable of what you're asking for is adobe's photoshop

i agree gimp is an alternative to photoshop, but i've never mastered the GUI, on the other hand i've been using photoshop since highschool and now that i'm in college i can purchase it with a student discount which is really good for me.

I use PSP, and it has spray paint and smudging tools.

that effect was made in photoshop cs4 within 10 seconds. and maybe less than 10 clicks of the mouse. if you're looking into getting photoshop they have a newer version soon to be released which is the CS5 version, i'm currently running the CS4 version. as far as a swirl effect im more than sure it can be accomplished...is this the effect below?
