baby turtle

hi, i was traveling around and found a baby turtle laying upside down in the middle of the road. he is 3 cm long.maybe 2,5. he moves around but i think he is bkind.or something like that.the eyes arent open.he has his eyelids closed.i tried with a qtip and warm water to moisten the eyelids and help him open them but no luck.the one is still closed and the other one has opened a little bit but its deep black inside and he doesnt seem to see me.he doesnt react when i put my finger very close to his head.it seems like he doenst see me.so, i thought that maybe he is to small and the eyes havent opened yet.could this be possible? what can i do? any caresheet? thank you!

Where are you located it could be the little guy just woke up and is having a hard time getting started. When turltes are sick they keep their eyes closed. A picture also would help .
