    So it's an attempt to circumvent existing organizations that handle "piracy" and copyright and at the same time introduce new rules/laws by doing an end run around individual nation's governing bodies? Kind of like the Bush Admin setting up Military Tribunals to get around Federal Circuit courts... All while degrading individual privacy with warrantless "searches".

    Sorry if I need it "dumbed down"; I'm a victim of public education.

    In a nutshell it'll give the RIAA, MPAA, etc a legal arm reach to countries that participate in the agreement. Basically global piracy policing.
