    All the way at the end this references that animals other than cats and dogs having to comply as well, as applicable. Among other provisions it requires 24 hour staffing at facilities with 50 animals

    That's probably a good idea, actually. You need to clarify that this means 50 dogs and/or cats, not 50 goldfish, or 50 snakes. This ordinance states several times that it is intended only for dogs and cats. I don't think it's a bad idea to require someone to be present when there are 50 dogs and cats in one location. That's a lot of dogs and cats, and they require a lot of care.
