Between those? I would say chips. That way you don't have to clean the entire enclosure every time the snake defecates, you just have to spot clean.
With turf you have to clean the whole thing.
I have found with paper, that you have to scrub the tub out each time if you want to get rid of the smell.
My favorite is coconut substrate. It is ubber cheap and does a great job stopping smell and clean up time.

I would say newspaper (I actually was using unprinted packing paper that you can buy a box of at Home Depot).

Although I just changed to cypress mulch because I have been having trouble keeping humidity levels up with paper as a substrate.

i myself am a huge aspen fan, and so are my snakes! i dont like the newspaper just cause i am a clean freak and would have to clean the entire enclosure everytime i would see pee or poo. aspen you can just spot clean when you need to and clean the enclosure once a month. and if you get it in big bags from somewhere like a feed store then it is really cheap!

I use aspen bedding, just because paper towels were getting a bit too messy for me. I would suggest aspen bedding, cypress mulch, eco earth, paper towels or newspaper. Any of those substrates are acceptable. I would not recomment sand, pine, or cedar. Those can cause harm to your snake.
