    Besides changing substrate what can I do to help discourage my BP's from moving their aspen out of the way and laying right on the bottom of the tank above the heating pad?

    You Cant realy do anything about that, thats why is important to regulate heating pads with a thermosta or something like it.

    This tells me that it is not warm enough ambient temps, or the substrate above the heating pad is too cool. I would advise bumping the ambient temps, or bumping the heat pad up a bit. It sounds like she is hunting for heat. If the ambient or the substrate temp was a bit warmer, she may not have to move the aspen to get what she is looking for.
