A few days before he sheds his eyes will cloud up. This is the moment that you want to increase humidity. I dump about a half a cup of water into the substrate right on top of the heater. This makes it almost 100% humidity for about a day. About 4 days later your snake will shed. By the time he sheds the humidity is back to normal. And i get perfect 1 piece sheds every time and its not overly humid for too long so no scale rott.
Your snake sounds pretty bad off. I would take a rubbermade tub with about half an inch of warm water in it and a bath towel. Maybe put in 2 drops of soap to break up the surface tension. I would also put an under tank heater on the tub to keep the temp up. Let him soak for a couple hours every day untill he has a normal shed and gets a nice fresh clean skin.

I put in a humidity box any time a snake goes in shed. Basically an appropriately sized Ziplock container filled with damp spaghnum moss and a hole cut in the side. Works every time.
