Should I give him a hide box?
I have a BP with a hide box on the warm side with newspaper as a substrate, but when he goes into his hide box he burrows under the newspaper.
Is it still necessary to provide the hide box?

I would. I think they like the feeling of the weight/darkness associated with the hides, even if they burrow under the substrate anyway.

Yes and no, some of my snakes have a hide but prefer to dig under newspaper. I still give them a hide just in case if they like it under there let them be just give the hide anyway, never hurts.
Golden rule:
Rack or tub: At least one hide.
Tank, cage, aquarium: Mandatory two hides no exceptions!

Better to provide one and see it not being used than not provide one and it being needed.

i use eco-earth substrate and my BP like to burrow under his hide to create his own doors
