Has everyone seen this petition from USARK?

I saw it at the Tinley Park show and signed it there. And I have a question about internet petitions. Is there a difference between signing in pen and ink and signing over the internet? Is one more 'legitimate'? Does either one have more importance then the other with their intended recipients?
