Move the water bowl over a bit. I always put it in the middle between the two hides(if a snake is small and in a large-ish tub that isn't in a rack).
Just move the bow around and let the tub settle for an hour or so before attempting to move it again. More humidity, move it to the hot side, less humidity, move it over to the cool side.

You can up humidity by using a bowl with a larger diameter. Doesn't have to be deeper, but the increased surface area allows more water to evaporate and increases your humidity. You may also have to tape the two air holes on your lid.

Or... go buy a new acurite or hygrometer. They are so variable anyways... I can't believe that it's anywhere below 50% in your set up like that, it looks to have very minimal air holes, so it can't really be very low.
Like the VPI book says, they can and will seek out higher humidity by going under the newspaper, and newspaper likes to suck up water vapor, so the snakes will have higher humidity under the paper and in their hide as well.
The best you can really do is try and possibly find an accurate hygrometer (yes, another 12$ gone!) or if they shed perfect, assume that the humidity level you are providing is ample for that snake.

You need to technically measure 2 sides of the enclosure's temperatures as well as the ambient temp as much as possible.
2-3 Thermometers per cage is not a bad idea, for people with larger collections, temp guns come in to play and so on.
