As a substrate?
is cat sand/dust a good substrate for rats? of course, when breeding they will be given something better for nesting.

No... Cat litter is made from clay and is extremely dusty. If you want to kill your rodents very quickly, go right ahead, as it would suffocate them.
Use a rodent-appropriate bedding, such as aspen.

Like Becky said, the oil clay based product is EXTREMELY dusty and is almost more harmful than sand.
Use aspen.

Why are you using shredded coconut for rodents? Just get a big bag of aspen. Cheaper, not as dusty as the coconut husk and more absorbant.
Use something for RODENTS, not reptiles. No pine, or cedar or anything overly dusty. Carefresh is overly dusty, so don't use it either.

Another downer for kitty litter is it's ability to set up like concrete in nostrils when animals go rooting through it. Not worth the hazards.
