I tried freeherp and found it to not be very user friendly. I would suggest you go to http://www.degei.com and check out that program.

As far as the freeherp site being in op, I do not know what to tell you. It was a couple of years ago when I tried it.

Metzcal is another free tracking software. It's got a pretty steep learning curve to it, but it can be useful once you figure it out.
