That does not always work. TONS of companies function with zero internet presence. It is best to contact the governing body that controls the founding of businesses in your state.....that is if you plan to create an actual business.
If you have never started a business before, I would suggest getting a lawyer to handle the setting up the first one for you and explain the process(although it just involves filling out paperwork and paying fees). Lawyers will generally do a simple business instruction for around $300-$800. What you learn from the process can be very beneficial if the lawyer is helpful.
