Will indeed. I think he's hungry! I'm assuming it's been about a week or 2 since he's ate and he looks so skinny because he's a baby but he seems really comfortable in his enclosure finally so I hope he eats so I can start handling him finally!

Getting rid of the 40 gallon tank would most likely solve his eating problems. Babies his size I keep in 6-15qt tubs, and have gotten every single one to eat a few days after they arrive.
Get a 10 gallon or a 15qt-27qt tub, set it up, put him in, wait a week, and then drop a small adult mouse in. It's highly likely that he would eat without a problem.

That's not what Becky meant - if he's stressed in his enclosure from it being so large, he's likely not going to eat for you, whether you move him to a small tub for feeding purposes or not.
