Re: Tubs
Target, Lowe's, Walmart, Big Lots, Home Depot, and sometimes Dollar General, or Family Dollar. It's usually best to call and ask all the local stores if they carry the exact size you want. Saves a lot of running around, and trying to run down a employee to ask THEM in person.
If you are building a rack, you also might consider getting extras, so if you snap the corner of a bin, you can just replace it easily.

Re: Tubs
I picked mine up from the local walmart. Did you ask around im not sure why they wouldnt have them. As for where else to find them you can check all the stores around you. Maybe one of the big hardware stores, a Target or something like that might have them. I know you can order them online im just not sure where to get them. One thing, Im not sure what type of rack your building. If its like the closed rack type where all sides of the tub will be covered. Make sure you drill plenty of air holes. Also when I made that type of rack I used a piece of cardboard as a spacer. So there was like a 1/8th of an inch gap, the rack will settle some and the tubs will stick and be hard to pull out and push in. Also so its not rubbing hard on the heat source. You dont want to rub a hole in your heat tape. And maybe start a fire.

Re: Tubs
The tub depth would depend on what sort of rack you make. If you are just getting tubs that will sit on shelves, rather than true racks with tubs, then it doesn't matter so much.
Are you asking what depth/height a typical 41 qt tub is?
