Is one side of the flexwatt hotter than the other side? Do you cover the bottom of the flexwatt with anything to keep the heat projected up into the tub?

No, it doesn't matter which side is up.

They make a product called Reflectix (you can get it at Lowes and Home depot in the heating dept. - looks like aluminum foil with bubble wrap sandwiched inbetween) that can be used under the flexwatt to direct heat back up to the tank or tub - works very well. However it is about 1/2" thick so you might not be able to use it depending on your setup.

would aluminum tape to anything to reflect the heat back up? i figured it would just get how it's self, maybe absorb some of the heat. i was looking for something alittle thinner so my tub would lay flat. maybe just put it along the entire bottom.

No aluminum tape might actually absorb more of the heat like you thought.

Ed is correct...because aluminum tape has a very thick glue layer to hold it in place the actual reflective portion of the tape is always facing away from the heat source...so it pulls more heat away. This is a key reason it is used in heating applications it will stick and absorb heat without breaking down.
