Can a UTH get too hot?

The other day when I was cleaning out Max's cage to put new bedding down that was treated with PAM, I set the tank in the sun to dry and went to run some errands. When I got home the tank was dry, and pretty hot, but the UTH was burning hot, to the point where you coudnt put your hand on it for a long time. So I brought the tank in the garage, let it cool off, put the bedding in, and treated the tank as PAM said to do. now when I plug the UTH into my thermostat it is having one heck of a hard time reaching above 85 degrees, and even when there it feels hardly warm at all. Could the sun have cause the UTH to fry? I know these UTH can reach 120 degrees on their own, cause I have seen it personally when I plugged it into the way and put a thermometer on it just to see how hot it could get, no, it wasnt on the tank at the time, but could the sun have fried this sucker?

I would let it get back to room temperature and go from there. Maybe the sun heated it so hot that it was all off its neutral temperature and didn't know where to start from?
