I can not think of a single reason why they would not be. They are not a "venomous snake" as the law would SEEM to dictate. However, Illinois has a lot of nut job laws!
Contact the guys at Great Valley Serpentarium they sell a lot of them and ship by mail, I would think they could advise you about the animals status in Illinois.

I saw a couple of them at the shop where I bought my Albino Kingsnake. They were adults. Very nice. They were inquisitive and when I looked in their viv they came up to the front. They belong to the shop owner and are not for sale. First time I'd ever seen a FWC.

I think they are concidered venomous in Flordia. I was going to get an adult female from someone out there a couple months ago and he said I would have to pay for the 75$ shipping via delta dash and then the 25$ box charge for the shipping HOT box.
