3 weeks is much too young. 4.5-5 weeks is better and allows the babies to nurse for as long as they need to.
Males and females need to be separated by 5 weeks of age. The baby boys can be put in with dad to socialize a bit or can be kept in their own cage. Here's a link to help you with sexing them: http://www.ratz.co.uk/sexingrats.html I can sex babies when they are born, but it takes a little practice and a trained eye. By 3 weeks anyone can tell and by 5 weeks, a blind monkey can tell
