Highway is a two gene combo. Gravel and yellowbelly.
So if you had a yellow belly and a gravel and bred them, there would be a mix of normals, gravel, yellow bellies and highways possible in the eggs.
Another way is if you have an ivory (super yellowbelly) every baby will already be yellow belly by default. So crossing that to a gravel will give you yellow belly or highway babies.
