How do you obtain a retic in Florida

I was curious on what you need in order to buy a retic in the state of Florida. Do you need some sort of license?

From what i have read, you need to be a verified breeder to own retics in florida. You have to submit for a permit from Fish And Game i believe and then they come to check and make sure you are a breeder and not just some guy claiming to be a breeder to actually get a retic or two.
