First BP, I need help
So I got my first Ball Python about half a year ago, her name being Mia. She's technically not my snake, she's my brother's, but I love her despite that. Anyway, I don't know how long ago, but at some point, awhile ago, she got some horrible looking wounds on the bottom of her body. IDK how to describe it, and I never got a picture of it, but it looked somewhat like this(as in the nubs) 
Today, she still has scabs of the wound, and it doesn't look good. The top half of her shed over 3 weeks ago, but her tail and lower body, where the wounds are, hasn't shed. My brother never seemed worried, so we never took her to the vet, but now, I don't know. Here are some pictures that will hopefully seem familiar to someone.

To sum it up, I have no clue what happened to her, and don't know what to do. Should I take her to the vet, use a warm wet cloth to try and get it off, pamper her with Neosporin and hope for the best, or...? Thanks in Advance

How is is the tank being heated? Is he using an under tank heater? If so is it regulated by a thermoSTAT? Those look like burns to me and at this point the snake needs to see a vet. Make sure you find a vet who treats exotics.

Those are burns from an unregulated heat source, I'd guess under-tank heater rather than a heat rock from the burn pattern. That snake needed a vet months ago.
In the meantime unplug the heater until you can get a thermostat to regulate it.
