Almost had a moment of weakness :(
I went to Pet Smart to buy some fish food and walked by the reptile place. There was this pied ball with a stuck shed, a water bow too small, transparent hide and that white spider Web looking thing growing in what looks like multiple weeks of poops in the back corner. I really what a pied and I know with the right care this guy/gal would be gorgeous so I almost caved in but ultimately I just can give $450 to someone that won't give basic care to the pets it sells.

Yeah, and plus $450 is insane. An average male or female pied these days goes for $200~$300.
I'm not really familiar with how to draw attention to this, but I feel like you might at least be able to complain to the manager about the lack of care- multiple weeks of uncleaned poop with mold and stuck sheds.

Absolutely report that to someone, I work at a Petsmart and while we unfortunately cannot decide the price as a store location (which is really stupid) or give them all the space those big beauts need (we shouldn't even be sent snakes at near full size to put in a ten gallon tank for obscene prices), there is NO reason it should be so neglected. They can be helping it through the shed and 100% AT LEAST keep the tank clean. We have a ghost pastel enchi that's up to eating rats now, and it's incredibly frustrating that cooperate refuses to mark down the $350 price, even though we've had her since March and she's far too big. She's very healthy and a great feeder, not to mention sweet and very good with handling, people always love meeting her and end up with just "If only it wasn't for that price". Apparently we also once had a pied for around $400 and it was there for around a year, maybe more. The most they did was around $200 on black friday, but of course she didn't sell :/ The bananas are the same price 
Please do let anyone and everyone in management at the store and even to cooperate that you saw that. It's completely unfair and they shouldn't be hiring employees to care for the animals that are either afraid of the snake and won't clean it, or just don't care. The managers should, if not for the health of the animal, for the appeal of the habitat to customers, have something done about it.

Can you point me to where this is the case? Everywhere I've looked they haven't been cheaper than $400.

I sent an email through their website. I probably should've said something to the people at the store, and plan to next time I go if is still happening. Completely heart breaking.

@ferrislongdog They have a probably year old banana for $469 but that one seems like a new arrival so looks a little better cared for. The pied has been there upwards of a month (when I first noticed it) and not even on black friday I saw the price go down. Unfortunately I'm afraid it will perish before it finds a home.

The younger ones I see doing worse as they are fed food too small and dehydrate easily. We had a baby banana literally wither away, my manager only opted to move it to the isolation room and at least give it to a vet's care after a customer was moved by its condition and plead we get her to a home. But it was far, far too late. Now we have a new one that's likely dehydrated and growing skinny again. That price issue will always prove an obstacle :/
However there's hope for the pied. Our big girl despite her awful space is healthy and (unfortunately still) growing. If they give it the maintenance it needs, that snake can be perfectly fine. Our store hosted one for over a year, and this one is going on a full year herself. If brought to their attention, they have the capability to care for this pied. Here she is:

Tell the manager, if he/she doesn't care then I wouldn't shop there. Reptile cages are supposed to be cleaned once a week. I've worked at petsmart there is no reason for it to be that bad. If I had to clean up after scorpions and murderous hamsters I think someone can handle cleaning up after a snake.
*deep breath* It makes me sad to see petsmarts that don't even try.
