Always bad sheds
My male enchi who i have had for like 8 months now never has a one piece shed. he has good conditions,always mist cage at least twice a day, usually 3 times. He gets it almost all off in many pieces, he always has a few inches on his tail left that i help with. Is this a problem?

If your husbandry is spot on, he could just be a bad shedder. It happens. I usually let them run through a damp paper towel or just throw it in there and let them work it off themselves.

Are you using a glass tank?
I got rid of my glass tanks years ago. They're not designed to hold humidity, and there are much better, cheaper, easier options available. There is no such thing as a "bad shedder" only bad cages and bad husbandry... And medical problems if you want to get technical.
If the snake is healthy, and it consistently has bad sheds, that means there is a problem with the snake's habitat. An ideal enclosure never needs to be misted...ever.

I have one of those exo terra glass tanks with the hinged front doors. The top is screened, but i did block half of the screen to help hold in heat and humidity

I would block off almost all of it, I can almost guarantee your not getting the correct humidity for a good shed with that screen top, the struggle is real with thoes.

With a digital gauge, i have the probe at ground level on the hot side, where he spends 90 percent of his time

Just cover the entire screen top completely with foil. There will probably still be plenty of ventilation around the edges of the doors; if not, you can just poke a few small holes in the foil.
There are also various other things you can add to keep the humidity up, but covering the screen will get you most of the way there and none of the other methods will do beans if you don't.

Always bad sheds
I have the same Exo Terra tank as well as 3 fish tanks and Humidity is a non issue as long as you use right substrate along with a covered top.
In fact, too much humidity is more of a annoyance than not enough.
My ET tank is layered with Hydra Balls (water absorbing clay balls) and Eco Earth. I just pour about a quart of water on it every few weeks and add or remove my top panels as seen the picture below.
Some here complain that Eco earth is messy. That's true only at first. Once it dries and gets packed down by the snake it makes for a very easy care for clean ups and humidity.
Now an even easier substrate system that I use in my other three tanks is one inch of Eco Earth covered by an inch or less of Cypress. Again, just pour water directly onto the cypress as needed. The water goes to the bottom and is wicked out as humidity.
When my snake goes into the blue, I just add a pint of water and the humidity is bumped to 70-ish.
I've been doing this for a few years now and NEVER need to mist and bad sheds are a thing of the past.

The one thing I found that you can count on about Balls is that they are consistent about their inconsistentcy.
