What else in this queen bees?

We know they are queen bees but so far many have agreed they are not a normal queen bee. Apparently the mother was part of a clutch which included phantoms but I've been told that a phantom expert doesn't think it's phantom in there. Anyone with any idea what the unknown gene could be?

It's a lesser bee male to a female pastel. The female was born with phantoms in the same clutch

It would be immediately obvious if they had phantom, as lesser phantoms are a white snake. Besides, phantom isn't recessive; the female either is or is not, it doesn't matter what her clutch mates were. The top snake actually just looks like a lesser bee to me, and the bottom looks like a nice queen though the dorsal stripe throws me off some.
My guesses, anyway.

Easy, If they had phantom they'd both be white snakes.
One lesserbee, one queenbee, and I agree there's something else in there, but it isn't another BEL complex gene ...
