Ball python looks milky?
I have a female sugar 100% het hypo who always looks like she is in the very first stage of shedding. Her eyes are not blue but she always has a dull look to her. It is kind of hard to explain. When she is in shed, the only way to tell is if you catch her when her eyes are blue. She has a very pronounced black back but because of the milky dull look, it looks to have a blue tint to it all the time. When she does shed, her sheds should have some black to it but it doesn't. I am comparing this to my other darker snakes. It is the strangest thing. Is this how sugars are supposed to look or is there some sort of condition that causes this? She sheds normally, about once every 4-5 weeks healthy full sheds. I tried taking a picture of it but it does not show up on the pictures. None of my other snakes do this.

Maybe she's actually hypo rather than just het hypo. What you are describing in terms of her appearance and sheds is typical of hypos/ghosts. Do you know what the pairing was that produced her?

Hypo male to a sugar female so there is no way she is a hypo. Just a het. I don't even know what a hypo sugar would look like.

Unless the sugar female was unknowingly het hypo. There is definitely a way. Hidden/unknown het recessives aren't super uncommon.
Would probably look a little something like this...

No. She doesn't look like that all. She looks just like a regular sugar but as if she is always in shed without the blue cloudy eyes. I saw a picture of both parents and they look very typical.

Re: Ball python looks milky?
I've noticed that with some morphs I can see a difference when a snake is het. hypo, and it does come across as looking milky, but not as faded (I don't mean that in a negative way) as a full hypo - sort of like het. pieds that have a funky pattern to them but aren't leopards. The het. hypo expression is very obvious with enchi pastels I've seen, though I don't know if it's the co-dominant morphs that contribute to the effect, the line of hypo used, or a combination of those factors. For what it's worth I've also seen some het. hypos that I'd never be able to pick out from non-hets, too.
As far as I know it's totally normal, and I'd honestly prefer an individual with that milky look over one without it when shopping for a hypo project. That said, beauty is in the eye of the beholder and if you didn't want her to look hypo-ish I can understand why you might be disappointed.

There is no chance the sugar was het for hypo?
There's a lot of hets, and poss hets running around in the world unknown to people.
It is okay to use pine bedding for snakes.
It is okay to feed live food to snakes.
