That sounds like a good price. I've seen baby balls go from 25$ to 75$. I picked up Issa for 50$ at a pet store.

Yes, that's definitely a good price if you're getting a healthy, captive bred baby. If you're getting a wild caught or farm hatched, it's average.

$30 sounds like a steal since overnite shipping is $20-$25 "normally" You probably don't need to be told this but make sure you do your usual thorough inspection. I don't think it was mentioned yet...did the seller state if it was cb? Just seeing that price makes me think farm or wild...but there are a few breeders out there who just give good deals.
